Fouzul Khan is, a civil servant currently on lien from the Government of Bangladesh, working as the Chief Executive Officer of Infrastructure Development Company Limited (IDCOL).
He was involved in the financial negotiations of Public Resource Management Adjustment Credit, Industrial Sector Adjustment Credit II, Rural Electrification and Renewable Energy Development Project, Jamuna Multipurpose Bridge, Enhanced Structural Adjustment Facility, Karnaphuli Fertiliser Company (KAFCO), with the World Bank, IMF, Asian Development Bank and Overseas Economic Co-operation Fund (OECF), Japan. He also participated in South Asian Free Trade Area (SAFTA) trade negotiations.

About IDCOL

IDCOL's mission is to promote economic development in Bangladesh by encouraging private sector investment in infrastructure projects.

Its specific development objectives are the following:

  • Participate in the financing of privately-owned infrastructure projects by providing structured finance in the form of senior and subordinated loans;
  • Mobilise third-party limited recourse lending to privately-sponsored infrastructure projects, either at financial closing, or post-commissioning stages, of project development;
  • Provide investment advisory services to developmental projects that are led by private Bangladeshi developers;
  • Provide refinancing for small infrastructure projects implemented by non-governmental organizations (NGOs)/microfinance institutions (MFIs) and other private entities;
  • Arrange technical assistance for private sponsors and executing agencies promoting small infrastructure and renewable energy projects.

Previously Fouzul Khan  taught at

University of Massachusetts at Boston,

National University of Singapore

BRAC University in Bangladesh.
 

His current research focuses on project finance. His articles have been published in academic journals including Journal of Structured and Project Finance, International Journal of Business Studies, and The Singapore Economic Review. His book (co-authored with Robert J. Parra) “Financing Large Projects,” was published by Prentice Hall in March 2003. Recently, Chinese translation of the book has been published jointly by Prentice Hall and Tsinghua University, Beijing.
