His experience with stabilization programs includes Mexico (1982-87), Russia (1992-96), Tajikistan (1996-97), Armenia (1997-99).  He contributed to the design of the Peruvian economic program for 1990-92, and was an advisor at the Ministry of Finance in 1991.  Before 1980, he worked for the Center for Latin American Monetary Studies and advised the Ministry of Finance of Mexico.
