Ms. Wouters has more than 15 years of experience focusing on
health economics, healthcare management, consulting and research.
At Shenandoah Memorial Hospital she was
responsible for oversight of Medicare reimbursement for inpatient and
outpatient services, hospital charging practices, and reimbursement
feasibility studies and audits. At Abt she also worked on projects
relating to the redesign of reimbursement systems for various
state-level healthcare programs, as well as the implementation of
healthcare reform initiatives in the former Soviet Union and Eastern
Europe. At Johns Hopkins University she taught and conducted
research in healthcare economics.
