By the time he was 30, he was responsible for running districts with over 1,600 villages and 2.5 million people with all government agencies reporting to him. … "I increasingly came to the conclusion that as bureaucrats we were not updating our skills, and we were not using reliable data to drive policy development because it was a political game."
