Stanislav Gustavovich Strumilin was a famous Russian economist from the early 20th century. He was born in 1877 and has always been active in Russian and Soviet politics. In 1899 he joined the Russian Social Democrats Party and participated in the Revolutionary movement with the party until 1906. While with the Russian SD, Strumilin was a delegate to the Fourth and Fifth Congress of the Party. Because of this efforts on behalf of the SD He was arrested and imprisoned, but escaped, three time by the Tsarist authorities during this period.

Strumilin had a talent for statistics. After the Bolshevik Revolution he utilized his talent by working on planning for Russia. In 1921 he served as deputy chairman and deputy chief of the Central Planning Bureau; and deputy chief of the Central Administration for Calculating the National Economy.

 

At the time of planning Strumilin was part of the "teleological" school. The school, as well as Strumilin believed that planning should start from the final aims of production and not the initial possibilities. He thought the planner should find the leading links in the economy that would serve the purpose of achieving the level of development desired for both political and social benefits. Then the planner would figure what the targets for output should be and the economy would need to reach them.

Strumilin took on many different role throughout his career in Soviet Politics. For example, from 1943 to 1951 he was a member of the Council of Scientific and Technical Experts of the Gosplan organization. 1931 to 1957 he was also a member of the Council of the Study of Productive Forces. Strumilin also wrote many books and articles on economic planning, the economics of labor, statistics and economic history.
